And this is Harvest States, Debbie Perry Planner, Department of Community Development. All members of the public are welcome to address the commission on this application. Persons wishing to address the commission should sign up at the podium. Once recognized by the chair, individuals should advance to the podium and state his or her name, address.

In the interest of fairness, we also ask that you observe the three minute time limit, you will hear a bell at the end of three minutes. At that time, we would appreciate your summing up and yielding the floor when the bill indicates that your time has expired. This rule applies to all citizens. However, if you're representing a group such as an HOA, please indicate the group you're representing when you sign up and you'll be allowed up to five minutes to speak.

The procedure for the public hearing is as follows. First, staff will present their report. Second, the applicant will present their case. Third, members of the public will have their opportunity to speak. Fourth, the Planning Commission will ask their questions. And fifth, we will close the public hearing or leave it open to the next meeting. Then we have a Planning Commission discussion and then a vote or delay the vote to the next meeting. members of the commissions. Very nice to see you all again. I'm Debbie Perry, a land use planner in the Department of Community Development. And I'm here tonight to speak with you about Harvest States. There we go. Now you can see. So this is a town plan amendment. It's a request to amend the existing policy language under other parcels for special consideration number six, Sicklin Road property within the legacy Leesburg town plan. The applicant proposes a plan policy that envisions mixed use development with residential and commercial. The current land use vision is to preserve the land or develop the land with employment non-residential uses. Here we have our subject property. It's consisting of two parcels located along Sicklin Road, across the street from the Stratford residential development, and right next door to the Beauregard Estates development, the Fort Beauregard development, and the Catoctin Corner development.

You'll also see towards the top of the image is the Route 715 bypass. Just to give a little additional context, I provided some street view images here. On top, you'll see a view of the southern parcel from Sicklin Road, where you see the stone wall towards the, oh, that's not gonna work tonight, towards the right of the image, that's the Catoctin, I mean, yes, Catoctin Corner, commercial development, and we're looking towards the north.
