What agenda items were approved at the start of the Leesburg Planning Commission meeting?
Good evening, everybody. I call to order this November 20th, 2025 meeting of the Leesburg Planning Commission. Please rise for the Pledge of Allegiance.
Okay, let the record reflect that we do have a quorum. Do we have anybody calling in this evening?
Yes, around 8.30 we're gonna have the zoning ordinance rewrite consultant on the phone to help talk us through the public comment report.
Okay, great. We don't have anyone else, just a plain absence? Absence. Okay, just let the record show that Jennifer is not here then, okay. Do I hear, I'm sorry. Do I hear a motion to adopt the agenda as submitted? Second. All those in favor? Aye. Do I hear a motion to approve the minutes of November 6th, 2025 meeting?
So moved.
Are there any changes, alterations, concerns of any sort? No? Okay. I think that's all there is to those. Okay. All in favor of passing the minutes as is? Aye. Aye. Okay. Are there any disclosures? Ed, we'll start with you. Brooks? None for me. No, no, no. Okay. And we have no statement. And are there any petitioners that wish to speak on any subject other than our public hearing this evening? Nobody signed up. Nobody signed up. Anyone in the audience that would like to speak? All right. Then we'll go past the petitioner section. And we have a public hearing this evening, which I'm going to call to order this November 20th, 2025. It is TLSPEX20250001, 842 South King Street Drive-Thru. Debbie Perry, Planner, Department of Community Development will talk with us.
All members of the public are welcome to address the commission on this application. Persons wishing to address the commission should sign up at the podium. Once recognized by the chair, individuals should advance to the podium and state his or her name and address. Persons should also indicate whether or not they are representing anyone other than themselves. After the presentation or comments, please be seated unless the chair or member of the commission has questions of the petitioner or speaker. Statements which are demeaning or defamatory to members of the public, staff, or the commission are inappropriate and out of order. In interest of fairness, we also ask that you observe the three-minute time limit.
You will hear a bell at the end of three minutes. At that time, we would appreciate your summing up and yielding the floor when the bell indicates your time has expired. This rule applies to all citizens. However, if you're representing a group such as an HOA, please indicate the group you're representing when you sign up, and you'll be allowed up to five minutes to speak. The procedure for the public hearing is as follows. First, staff will present their report. Second, the applicant will present their case, if any. Third, members of the public will have their opportunity to speak. Fourth, Planning Commission questions. Fifth, I will close the public hearing or leave it open until the next meeting. The Planning Commission will have a discussion on it and then a vote or I will delay the vote until the next meeting.
With that, Debbie, if you would commence.
Good evening, Chair Robinson, members of the Planning Commission. I'm Debbie Perry and I'm here tonight to speak with you about a special exception for the adaptive reuse of a currently vacant bank building within the South King Street Center development. The proposed use is an eating establishment with drive-through. And I'm happy to inform you, if you don't know, that the applicant has shared with us it is proposed to be a chicken salad chick. I don't know if that makes anybody else as excited as I am, but I'm very excited about it. And the general hours are expected to be 10 a.m. to 8 p.m. Monday through Friday or seven days a week, excuse me. So again, the subject property is located within the South King Street Center.
It's 842 South King Street. We see the subject property here outlined in red and then the special exception area is outlined in blue. There's several surrounding land uses for this particular application across the street, right across South King Street. We have office and commercial uses in the Southgate condos.
