We want to be careful and thoughtful. I think on all our considerations, as we always are, the importance and impact to this town and many members of our community.

Thank you very much. Good evening, Mr. Chair and members of the Planning Commission. Tonight is a public hearing on the draft zoning ordinance rewrite. And this is a project if you want to follow along at home, you can go online to the resource there at leesburgva.gov forward slash zoning ordinance rewrite. And so I'm going to take us through a little bit of history of how we got here. Yes, sir.

Just need to back up one second. And I need to call the public hearing into order. No problem. I call the order this April 16th, 2026 public hearing of the Leesburg Planning Commission on the town of Leesburg zoning ordinance rewrite. Planning Commissioner draft. will be conducted by James David, Michael Watkins, Brian Beauchere, Department of Community Development. All members of the public are welcome to address the commission on this application. Persons wishing to address the commission should sign up at the podium. Once recognized by the chair, individuals should advance to the podium, state his or her name and address. Persons should also indicate whether they're representing themselves or anyone other than themselves.

After the presentation or comments, please be seated unless the chair or member of the commission has questions of the petitioner or speaker. Statements which are demeaning, defamatory to members of the public staff or commission are inappropriate and out of order. In the interest of fairness, we also ask that you observe the three minute time limit. You will hear a bell at the end of three minutes. At that time, We would appreciate your summing up and yielding the floor when the bell indicates your time has expired. This rule applies to all citizens. However, if you are representing a group such as an HOA, please indicate the group you're representing. When you sign up, you will be allowed up to five minutes to speak.

The procedure for this public hearing is as follows. First, the staff will present their report. Second, the applicant, if any, will present their case. And third, members of the public will have their opportunity to speak. Fourth, the Planning Commission will engage in questions with the staff. And fifth, we close the public hearing or leave it open if we desire. And then there'll be Planning Commission discussion, deliberation, and vote on the application or delay until the next meeting.
