What agenda items open the March 19, 2026 Leesburg Planning Commission meeting?
I'll order this March 19th, 2026 meeting of the Leesburg Planning Commission. All please rise for the Pledge of Allegiance. Pledge allegiance to the flag of the United States of America and to the Republic for which it stands,
All right, let the record reflect that we do have a physical quorum. Everyone is here tonight. I know.
Something's going to happen tonight.
Do I hear a motion to adopt the agenda as submitted?
So moved. Second.
All in favor say aye. Aye. Aye. Now for the minutes. Do I hear a motion to approve the minutes of the March 5th, 2026 meeting?
So moved. Second.
Okay. Are there any changes, corrections, or alterations? All in favor, say aye. Aye. Epstein. Okay. We have 6-0-1. Yes. Yes. Getting better at that. Any disclosures? We'll start.
No, sir.
Nope.
Nope.
No, sir. Never. Got it. Chair's statement, we have a special recognition tonight for one of our community development directors, received a Loudoun Government 250 local award for outstanding contributions to his community. And only six people in the entire Commonwealth of Virginia received one of these awards. Please give a rousing round of applause to Mr. Brian Beauchamp.
Yeah, autographs are only $50 on the agenda tonight if you want them, but thank you, Mr. Chair.
All right, those are the last kind words tonight. Petitioners, do we have any petitioners that wish to speak tonight?
We got a couple. Amy and Dean Sibley are first.
Okay, let me just give her up. Well, you can come on up and I'll read our instructions to our petitioners. the first time I've had to read this. Persons wishing to address the commission as a petitioner should sign up and once recognized by the chair, individuals state his or her name, address. Persons should also indicate whether they're representing anyone other than themselves. After the presentation or comments, please be seated unless the chair or member of the commission has questions. Statements which are demeaning, defamatory to members of the public staff of the commission are inappropriate and out of order. And in the interest of fairness, we ask that you also observe our three-minute time limit.
You will hear a bell at the end of three minutes. At that time, we would appreciate your summing up and yielding the floor when the bell indicates your time has expired. Thank you. Welcome.
Thank you. My name is Amy Sibley. I'm here with my husband, Dean Sibley. We live at 823 Melody Court here in Leesburg. And my message tonight is one of appreciation to you all. I'm approaching you with cautious optimism regarding a text revision to zoning ordinance section 1045C. extensions into required yards. So last September I was here a few times in front of you, hoping to add a covered screened-in section to our existing deck. As the current zoning ordinance is written, a covered deck has to respect the rear yard setback. In our case, that is 30 feet because it is a perimeter lot in Tavistock Farms. If it were a standard yard, it would be only 20 feet. So we've asked you, the Planning Commission, to consider a text revision to zoning ordinance section 1045C, extensions into rear yards, to allow a roofed deck to extend no closer than 20 feet to a rear property line, which is the same requirements for standard lots.
I recently heard back from Mr. Brian Boucher that in fact this text revision is under consideration and so I thank you for that consideration. We again, we are very cautiously optimistic that it will be approved as part of your zoning ordinance rewrite and then forwarded to the town council for final approval. We've been sitting on building plans for well over a year in hopes that soon we'll be able to move forward to best utilize our beautiful yard. Thank you, thank you, thank you for the consideration that you've had so far. We appreciate it.
Thank you. Our next speaker.
I think we're gonna wait till the public hearing to hear the other one, if that works for you.
Okay. Thank you. Our petitioner section is closed. So now we are gonna move to open our public hearing. So I call the order this March 19th, 2025, 2026, public hearing of the Leesburg Planning Commission on TLZ NOA 2025-0001, amendments to the zoning ordinance section 7.1 floodplain overlay districts.
