Evening. Good evening. Uh my name is Betsy Arnett. I am the senior management analyst in the town manager's office and I am the project manager for the Capital Intensity Factors project. Um Thank you for having me this evening. This is an update on where we are with this project. So the broad goals of this project are twofold. The first is that they will serve as a guide, the capital intensity factors that result from this will serve as a guide for the evaluation and negotiation of cash proffers associated with re-rezoning applications that seek to increase the town's residential. growth. So Above and beyond what can be built by right, any rezoning application that seeks to increase density of residential units.

Um we generally negotiate cash proffers primarily for schools, but they could also be for parks. Or Offsite road improvements. Um and but these will serve as kind of that baseline for starting the negotiations for those. In addition The CIF. Will be a bridge between the town plan Your vision for what you want the town to be in the future. And the six year capital improvements programme. Identifying, you know, what is it that we need to build in order to achieve your vision and when do we need to build it. So developing capital intensity factors is a three step process. The first step is to develop capital facility standards and then conduct a capital needs assessment and then finally develop the the capital intensity factors.

So what is a capital facilities standard? So it's an assessment for each type of facility that we have. Uh whether that's a regional road, a park, a playground, um the police station, general government building like the town hall, the rec center, any f capital facility that we have. You know, what is the typical square footage of that facility? How many acres do we need to cite that facility? Are there any geographic factors for parks, for example, do we need parks over in this part of town? as well as the capacity and the level of service for each of those facilities. So capacity or level of service can be either based on industry standards One, you know, a thousand you know, one acre of parkland per hundred residents or or something like that.
