good afternoon everybody i'm barb lawrence i'm the grants manager uh with lowndes county uh thank you for being here today on short notice so we had to reschedule from our previously scheduled meeting on monday so thank you for being here we're just here to uh today get your feedback um as many of you know uh we had KPMG do kind of an assessment of our human service nonprofit application process. We had several stakeholder meetings last year throughout the course of 2025. And through the rest of the year, we've worked with them to develop some recommendations for the Board of Supervisors to implement some changes. The board approved some changes that we implemented in the 2027 application process that just closed a week ago today.

And then we're now looking to implement some FY28 changes or those changes that were recommended by KPMG. that are a little bit more entailed, a little bit larger changes that the board asked us to do allow the nonprofit some time to kind of review what those changes are and to come back to the board in March with those recommendations. So with that, we wanted to solicit your feedback on some of those remaining changes. So just a review of the purpose of the human service nonprofit grant is to strengthen the county's coordination with our nonprofit partners and to ensure local funds are leveraged in the most effective manner for services that assist our vulnerable and disadvantaged

FY28 changes that were not part of the FY27 application process are the following. We kind of rank them. One is to adapt a sequential and dynamic ranking system, programmatic performance metrics, to look at long-term impact and sustainability, to look at financial and administrative stewardship, to look at implementing multi-year funding, to consider new organizations who are applying, and to establish a reoccurring process to review the areas of need that have already been established. So with that, we're going to go into each of these kind of one by one. And again, we're really looking for some open dialogue, open feedback. You're concerns, your impressions is what we're really looking for. So as we get into our first one, adopt a sequential and dynamic ranking system.

And this model really introduces a two-stage process that would involve applicants who score that 75% threshold, which we currently have in our scoring. So anybody that reaches that 75 out of 100 is eligible to receive funding. But with that, we would include a second step which would include an interview process where we would take a deeper dive into outcomes, past performance, your evaluation plan. So again, based on feedback from our KPMG, the analysis would show integrated outcome-based data in a second stage can really signify kind of a shift in rankings and really better differentiate applicants. So with that, we'll open it up to ask questions. I know in our last session, there was some questions for clarity.

And so as you are formulating your thoughts about this recommendation that was proposed, I do want to take a moment to state that LHSN, the Loudon Human Services Network, did provide county staff with a survey and the results from the survey from their membership. So we do have, if you were one of the organizations that took the survey, we do have the feedback from that, that are also, we're also taking into consideration. So we, uh, have heard some feedback about strengthening, um, you know, the process or, or concerns about the process, adding length and time for the, uh, the reviews and then the recommendations. So we do have some of those feedbacks.
