What is discussed at the start of the meeting and the opening pledge?

Phyllis J. Randall 3:53
All right. Yeah, there we go. Well, good evening, supervisors, good evening, staff. Good evening, Loudon. I'd like to call to order the January 16, 2024 Loudon County Board Supervisors Business Meeting. This room has a hearing loop. If you need hearing assistance, please switch your hearing aid to the telecom mode. If you need a headset, we have those available as well. Please see the clerk to request one. This evening, Ms. Brixman will be giving us words of inspiration and leading us in the Pledge of Allegiance. Vice Chair Brixman, please.
Juli E. Briskman 4:23
Thank you, Madam Chair. Yesterday we celebrated the birthday of Dr. Martin Luther King. I would like to share a quote that is not usually shared when talking about his legacy. And here it is. Whites, it must be frankly said, are not putting in a mass effort to reeducate themselves out of their racial ignorance. It is an aspect of their sense of superiority that the white people of America believe that they have so little to learn. Please join me in the pledge.
Phyllis J. Randall 5:12
OKAY, SUPERVISORS, THERE'S A LOT OF STUFF GOING ON IN TODAY'S AGENDA, A LOT OF MOVING PARTS, AND SO IF I GET SOMETHING INCORRECT, I'M GOING TO JUST APOLOGIZE RIGHT NOW, BUT I WILL TRY TO GET IT ALL CORRECT. SO IN ADDITION TO THE AGENDA, THERE HAVE BEEN SOME CHANGES THAT NOW WILL NOT REQUIRE A VOTE ON ADEWAB OR ON THE PROS BOARD. SO LET ME JUST TRY TO GET THOSE STRAIGHT SO THAT WE KNOW WHEN WE GET TO THOSE ACTION ITEMS, WE DON'T NEED VOTES ON ADEWAB AND WE WON'T NEED VOTES ON THE PROS BOARD. ON THE PROS BOARD, I MADE THE NOMINATION EARLIER FOR KELLY FOLTMAN TO BE AN AT-LARGE PERSON. I MADE THAT NOMINATION. At this point, there are three at-large positions in, I'm sorry, there are two at-large positions and three people nominated.
Phyllis J. Randall 6:03
I called Mr. Kirshner earlier to ask him would he put Ms. Folkman in the Catoctin seat, thus allowing both the other at-large people who are nominated to go on and Ms. Folkman to go on as the Catoctin district seat PROS board member. AND SO BY DOING THAT, WE DO NOT NEED A VOTE ON THE PROS BOARD. MS. FOLTMAN WILL BE ON, AS WILL THE OTHER TWO PEOPLE WHO WERE NOMINATED FOR THE AT-LARGE SEAT. FOR THE AIDWA BOARD, IT WAS INCORRECTLY PUT IN THE PACKAGE THAT MAURENE CARBEL ROBIN WAS BEING PUT ON THE PROS BOARD FOR THE FOR THE ARCHITECTURE SEAT. SHE SHOULD HAVE BEEN IN THE PACKAGE FROM THE BEGINNING FOR THE REAL ESTATE SEAT. SO SHE WILL BE MOVED TO THE REAL ESTATE SEAT BECAUSE THAT WAS THE ORIGINAL NOMINATION THAT WAS MADE.
Phyllis J. Randall 7:06
MR. BIN MILLER WILL MOVE TO THE ARCHITECTURE SEAT AND ADEWAB. AND THEN MR. KRONE HAS, YES. AND I WOULD LIKE TO WITHDRAW So that then leaves the two pro-sport positions to be Maureen Corbel-Robbins for the real estate seat and Ben Miller for the, not agriculture, but the, ARCHITECT SEAT, AND WITH THOSE TWO, WE ALSO DO NOT NEED A VOTE ON THE PROS BOARD. SO THOSE ARE THE ADDITIONS AND THE LETIONS WHICH ACTUALLY CHANGE THE AGENDA. NOW, IF I'M NOT MISTAKEN, WE STILL DO NEED A VOTE FOR THE FISCAL IMPACT COMMITTEE, AND I BELIEVE THAT IS THE ONLY NOMINATIONS THAT WERE MADE which we need to vote for. I think we have seven nominations for three positions on Fiscal Impact Committee, so we still will need to vote for that.
Phyllis J. Randall 8:09
But those changes changes everything else. So having said that, I'M NOW GOING TO READ THE CONSENT AGENDA AND HOPE THAT I GET IT CORRECT. ITEM R1, PROCLAMATION TO RECOGNIZE JANUARY 15TH THROUGH JANUARY 20TH, 2024, IT'S CONSTITUTIONAL OFFICERS WEEK IN LOUDOUN COUNTY. IT'S FOR APPROVAL AND PRESENTATION. THAT WOULD BE AT 530. ALL CONSTITUTIONAL OFFICERS WILL JOIN US AT 530. ITEM 1A, APPOINTMENTS AND CONFIRMATIONS. ITEM 2, THE AIR REPORT OF JANUARY 16, 2024. ITEM 6, CONTRACT AWARD PRESENTATION OF AFFORDABLE HOUSING DISPLACEMENT SUPPORT AND HOMELESS PREVENTION AND DIVERSION SERVICES. ITEM 11A, FISCAL IMPACT COMMITTEE 2023 ANNUAL REPORT. ITEM 11B, FTE AUTHORITY FOR THE DEPARTMENT OF BUILDING DEVELOPMENT. ITEM 11C, CONTRACT RENEWAL AND ROADWAY AND TRANSPORTATION DESIGN SERVICES.
Phyllis J. Randall 9:07
ITEM 11C, CALENDAR YEAR 2024 STANDARDS AND UTILITY ANNOUNCES FOR THE HOUSING CHOICE VOUCHER PROGRAM.
