Okay. Good afternoon. I called to order the October 7th, 2024 joint committee with board supervisors committee meeting. That was a mouthful. We will start with item two public comments. I think we have three public comment today. I'll go ahead and write, read the script. Thank you for engaging with the joint committee through the public comment process. The committee welcomes comments from Loudoun County residents and believes that strong community engagement and outreach are important components of a successful school system in county. There will be a total of 15 minutes allocated for public comment. Speakers must limit comments to the time allotted. Based on the number of speakers in the agenda this evening, all speakers have been allotted three minutes each for public comment.
please be advised that speakers who missed their time slot will not be called at a later time. All audience members shall maintain civility, decorum, and respect for the functioning and the dignity of the committee at all times. Please remain seated unless arriving, departing, speaking at the podium or during a break. Violations of civility, decorum and respect include shouting, heckling, jeering, applause or other noise which disrupts or delays the meeting. Obstructing speakers from being able to see the school board and board of supervisors and vice versa. Interrupting speakers. Attempting to speak when not called to do so by the co-chairs, and approaching a speaker or otherwise attempting to intimidate, disparage, or distract a speaker, staff member, or other meeting attendees.
Speakers should refrain from vulgarity, obscenities, defamation, profanity, or other like breaches of respect, nor may speakers target, criticize, or attack individual students and or individual county or LCBS employees during public comment. Speakers should communicate those concerns to an appropriate county or school official. The committee requests that comments on an individual student or employee related matter not be shared at public meetings where the disclosure could violate applicable confidentiality requirements. Speakers should face the committee and direct their comments to the committee. Members of the committee will not answer questions or respond directly to the public during the public comment period.
Violations of decorum or civility made by any meeting attendee may result in the chair directing the staff to remove the attendee from the remainder of the meeting. Seeing our speakers for the day, for the afternoon, our first one is Melissa Wah.
Good afternoon. My name is Melissa Waugh and I'm the parent of two children with disabilities who graduated from Broad Run High School. I am also a special education attorney representing many parents of students with disabilities in Loudoun County and across the Commonwealth. I am speaking today in support of funding for a new transition center and for inclusive playgrounds across Loudoun County Public Schools. And I did provide a written version of my comments that includes legal citations, which I will not be reading aloud in my comments. Regarding the transition center, the IDEA or Individuals with Disabilities Education Act is a federal law enacted to, quote, ensure that all children with disabilities have available to them a free, appropriate public education that emphasizes special education and related services designed to meet their unique needs and prepare them, this is the important part, for further education, employment, and independent living.
The IDEA defines transition services to include, quote, instruction, related services, community experiences, the development of employment and other post-school adult living objectives, and when appropriate, acquisition of daily living skills and functional vocational evaluations. A statement of needed transition services is a required element of every individualized education program or IEP and must include quote appropriate measurable post-secondary goals based upon age-appropriate transition assessments related to training education employment and where appropriate independent living skills and transition services that include courses of study needed to assist the child in reaching those goals end quote
