First, I'd like to announce that after discussion with co-chair Sirotkin, we have decided to cancel the December 11th, 2023 joint committee meeting. County and school staff will ensure that all public calendars are updated accordingly. Next thing is public input tonight we have no advance sign up speakers for public input portion of the meeting if there's anyone in the room that would like to address the committee and have not already signed up to speak. Please see the clerk to my left. And if there is no one, we can go on to co-chair reports on the Board of Supervisors and the school board activities. And co-chairs, if you don't mind, I went first, and then you can, okay, thank you. The Board of Supervisors is currently undergoing our zoning ordinance rewrite process.

This is a years long process the county has undertaken to completely rewrite our zoning ordinance that covers land use. As part of our zoning ordinance work session on September 11th, The board made two straw poll amendments to the zoning ordinance that govern public school properties. This change involved allowing up to 20% of school site areas that are within a floodplain to be used for trails, utilities, and other already permitted uses within the floodplain. This change came at the request of LCPS staff and was supported by county zoning staff and by the board. As we continue to work through our zoning ordinance rewrite, we encourage LCPS to come forward with any requests or comments for the board's consideration.

The board's finance committee is also beginning the process of discussing uses for our end of year fiscal year 2023 fund balance and for the fiscal year 2025 capital improvement program. As part of fund balance, the board will consider funding the renovations of some athletic facilities at Potomac Falls, Dominion, and Heritage High Schools, in addition to making up any fund shortfall from the state. In May, the Board of Supervisors also received the results of our 2022 survey of residents. Overall, residents continue to rank Loudoun County highly and as a desirable place to live. The survey did show that residents consider schools to be the most important issue in the county, with 89% of respondents bringing schools as essential or very important.

Thank you, Co-Chair Glass. So it's been an exciting start to the 2023-24 school year. We have a new superintendent who we have welcomed, Dr. Aaron Spence, who's on the dais with us tonight. He has been extremely busy over the last few weeks, visiting, I think, over a dozen schools at this point, as well as working on his six-month entry plan, which he presented to the board at our school board meeting last week. Additionally, we have a number of new programs that have been implemented within Loudoun County Public Schools this year. We have our first students taking pre-international baccalaureate programs at two high schools, at Loudoun Valley High School and Heritage High School. And we have a elementary dual language immersion program, which has started at two elementary schools, both at

Sanders Corner, and Potomac Elementary Schools. We also have a middle school intramural sports pilot program at four middle schools underway at Harper Park, River Bend, Seneca Ridge, and Smarts Mill Middle Schools. We are monitoring the state FY23 budget changes for the never ending FY23 budget cycle. We're expected to get some more information and recommendations from staff on that at our next school board meeting and we'll keep the Board of Supervisors appraised if there's any recommended actions or changes there.
