I don't know if okay. My name is Shinaz Khan, and I serve as the chair of the Special Education Advisory Committee. This summer, SIAC reviewed the memorandum of understanding between the Loudoun County School Board, the Sheriff of Loudoun County, and the Leesburg Police Department. We know how important it is to keep our schools safe, and we appreciate the work our school resource officers do each day. Many have built strong positive relationships with students and play an important role in creating a safe and welcoming environment. While we value that partnership, the discipline data shared in September by LCPS showed that students with disabilities are still being referred to law enforcement at a higher rate than their peers.

This tells us there is still work to do to make sure disability-related behaviors are understood. And handled appropriately within schools. SIAC voted unanimously to recommend adding language to the MOU that strengthens training and collaboration. We are asking that SROs receive training through the Department of Student Services on understanding disabilities, de-escalation, and behavioral intervention plans. We also recommend that SROs work closely with special education teams. Teams before stepping in when a student's behavior may be related to the disability. On a personal note, my son has Down syndrome and attends high school. He is a happy kid with no major behaviors and absolutely loves his school community.
