Number one, dark colors lose their heat faster than lighter colors, so when you lighten it with cream, it slows the cooling process. Number two, the cup draws off heat faster if it is hotter. So if you cool the cup slightly by adding cream to it, it slows the process of cooling. And the third one is viscosity. A higher viscous fluid, once you put milk in it, cools at a slower rate than a less viscous fluid. Good evening, Chair Turner, Chair Randall, and members of the board. I'm John Hall, Director for the Department of Housing and Community Development. I'm joined this evening by the Assistant Director, Brian Regan, our Housing Policy Administrator, Brandy Collins, and our Housing Initiatives Project Manager, Christine Hillock. Together, we will present the second quarter of the fiscal year's report for the Unmet Housing Needs Strategic Plan, and we'll be available to answer questions thereafter.

Thank you, Mr. Hall. Good evening, Supervisor Turner, members of the committee. As Mr. Hall said, my name's Christine Hillock and I'm the Housing Initiatives Project Manager with DHCD. Tonight I will provide the second quarter fiscal year 24 report on implementation of the Unmet Housing Needs Strategic Plan. This is the eighth update to TLOC regarding the plan, which was approved by the board in September of 2021. This report covers the period from October one through December 31, 2023. Attachment one to tonight's item includes progress updates for each of the 76 key actions in the short term or one to two year timeframe, as well as updates for the 45 key actions in the intermediate or between the second and fourth year timeframe of the plan.
