How does the committee open and handle meeting logistics and agenda changes?
Good afternoon. I would like to call to order the February 19th, 2026 Transportation and Lane Use Committee meeting. This room has a hearing loop. If you need hearing assistance, switch your hearing aids to telecoil mode. If you need a headset, we have those available as well. Please see the clerk to request one. So we'll start with the Pledge of Allegiance.
Supervisor Kirshner will not be here at this portion. He's gonna come to the 5.30 stakeholders meeting. All right, so there's two portions to this meeting, the TLOC meeting and then the stakeholders meeting. I am gonna go through additions and deletions. So the first one is item six, the Algonquian Parkway multimodal feasibility study is deferred to a future TLEC meeting for discussion.
Why is the Algonquian Parkway multimodal feasibility study deferred and what are the next steps?
So it'll probably be deferred until April, until the April TLEC meeting. So we're deferring that. And then I have a reconsideration that I'd like to do as an addition. I move that the Transportation Land Use Committee reconsider its action at the January 29th, 2026 committee meeting to recommend that staff draft language permitting lodging uses to host up to 25 annual parties with attendees above the daily party limits while enforcing current noise, traffic, and lighting ordinances and regulations. Thank you, Vice Chair Turner. So all those in favor. Okay. Discussion on the motion. I get an opening, right? So I'm going to do my opening.
What prompted reconsideration of lodging party limits and what motion was made?
So I am reconsidering this because 25 is a big jump from some of the B&B uses. The B&B breakfast homestay and bed and breakfast inn can have just one room. So they are the smaller on the scale of the lodging uses. The country in has much larger rooms so they can go up to 40 but have they have to have at least five. We we voted on that at the last teal up direction meeting. So what I'm proposing is that staff come back back with a tiered approach. It is already tiered in the zoning ordinance, so it's tiered by the use, and this would be looking at the times per calendar year parties may exceed the maximum daily guests. That would be tiered by the use and the number of rooms. So I believe the country in can have 20 parties beyond the maximum daily guests currently.
And so going to 25 makes sense. But the other smaller establishments, perhaps those should be tiered at a smaller level and not at 25. So this would be something staff would come back with and that we would discuss at the next meeting. Discussion on the motion chair in so point of order because this discussion is not on the item, but it's on the motion, correct? Mr. Chair. Yes. All right point of order then. Can you tell me what the vote on on this motion was? It was five to zero the five to zero.
How would a tiered approach to lodging event limits work across B&B, inn, and country inn uses?
Yeah. Yep. Okay. All right. Thank you. Yep Okay, any other discussion on the motion I
Yes, yes. Thank you. Just a question for staff if they can. So this permits hosting up to 25 annual parties with attendees above the daily party limits while enforcing current noise traffic and lighting ordinances and regulations. Do the attendees limits vary with the size of the facility? So if it's a two-bedroom Is there a finite cap on the number of attendees that can attend a two-bedroom unit as opposed to a five-bedroom unit, for example?
I'll take a stab at answering this. Based on my recollection, no, it's based on the use, not the number of rooms. And there is overlap between the number of rooms that each use can have. So I think the homestay... party size or a special event size is at a set number, that's the smallest of the B and B type uses, and then the inn has a slightly larger number, and then the country inn has a larger number than that. I think again, there is overlap between the number of rooms that each of the uses can have. Does that make?
I think so. So just to clarify, do I have a clock? Yeah, okay.
Point of order, Madam Chair. Supervisor Turner, Vice Chair Turner, and with respect to you, Madam Chair, this motion is a reconsideration motion. This is not the main motion. So the discussion you all keep having right now is a discussion that belongs to the main motion, not the reconsideration motion.
