Pursuant to Virginia Code Section 2.2-3708.3 and the Board's Rules of Order, Supervisor Turner requested to participate in this meeting by electronic communication. A physical quorum of the Transportation and Land Use Committee is present in the boardroom and the committee has made arrangements for the voice of Supervisor Turner to be heard by all persons in the boardroom. Supervisor Turner made this request within the required timeframe, and the county attorney determined that Supervisor Turner's request meets the qualifications to participate remotely. The committee will record in its minutes that Supervisor Turner participated remotely from a private location in Sedona, Arizona for personal reasons.

Well, good evening, everybody. And thank you. I know this is a little bit unorthodox. I had a personal commitment that was laid on quite some time ago. And this was the best available day and time to kick off this meeting. And so we felt it was really important to continue on to keep the process moving forward. I really appreciate the ingenious innovation of staff to make this possible. And so I'm going to run through the run of show here and kind of give you an idea of what we're going to do. I know this is a bit unusual. I can see everybody. I can hear everybody. So if you simply think of me as the great and powerful odds, we should have a fine meeting tonight. To start with, staff will provide a presentation.

It should take about 20 minutes and kind of an overview of the various issues. And I really welcome all your inputs for this Rural CPAM and ZOIN. This is long overdue and I'm excited to get it started. And I think we've got some great people in the stakeholders groups and it'll be around the table tonight. So it should be very interesting. So to start with, staff will provide the presentations. That should take about 20 minutes. Following staff presentations, the TLUC members will have two minutes each to ask questions of staff. And then I will call each stakeholder up to the podium to provide their comments. Each stakeholder will be allotted three minutes. When you come to the podium, please come to the right-hand podium as you face the dais.

We have a pretty intricate camera set up, and we want to make sure the cameras aren't shot. So only come to the right podium as you come forward to speak. After each stakeholder has spoken, we'll take a dinner break. When we return from the dinner break, we will return in a Committee of the Whole. I will take us to a Committee of the Whole prior to the dinner break. When we come back from dinner, we will be in a Committee of the Whole, and Vice Chair DeCrone will be the chair of the Committee of the Whole portion. I will still be in the meeting, and I will still be able to participate, but because Vice Chair DeCrone can see the lights around the table easier than I can, she'll be chairing the Committee of the Whole portion.

We'll go through the five issue topics that staff has detailed in the item in the following Committee of the Whole setup. Staff introduce each of the five issues with three minutes, and then we will hold a 20-minute Committee of the Whole session. There will be a one-minute timer on the clock and the participants around the table speak as we did during the zoning ordinance process um that's not a hard and fast one minute it's a reminder to everybody please don't give a speech when we're in the committee of the whole keep your comments concise ask your questions make your inputs and then move on to the next person so one o'clock is what we'd like i'm sorry one minute is what we'd like to hold it to
