Thank you very much, Madam Chair. So this is not going to be a presentation, just a verbal update on where we are with some of the shared services discussions that we've had. So just, again, a verbal update really on what we've been doing in terms of the meetings and the information that's been shared.

Okay. Can you all hear me? Yes. Okay. So good afternoon, everyone. I am Rocio Lam. I'm one of the two. You can be a little louder. Okay. Rocio. Rocio Lam. Can you hear me now? No? Okay. Okay. So I say good afternoon, everyone. My name is Rocio Lam, and I'm one of the two deputy directors of finance here in Prince William. And so I oversee as one part of my responsibility is to oversee the financial reporting and control division within finance, which has been historically the division that has handled the financial shared services agreement calculation, cost allocation calculation. And so I'm assisting our CFO, Leslie Walden, she couldn't be here today, but I'm assisting her with coordinating some of the meetings with the agencies, the departments, and really overseeing the level, the staff level work so that we can provide the information that City of Manassas and City of Manassas Parks are looking for.

And so I'm also coordinating some of the meetings with the agencies, not just county departments. So I wanted to start this update by doing a recap of our July 18 meeting. So during the meeting, as you all may recall, The primary focus for that meeting was to establish the framework, right, that we were going to use to move forward with reviewing the shared services agreement. So we're starting by recapping the work that had already been done up to that point. and in previous inter-jurisdictional meetings, and then we reviewed the history of the agreements, the existing billing components and billing history, and then we provided some sample calculations during the meeting. And then we also looked at what the calculations would be under the existing agreement, as well as if we utilize the CPIU as an alternative approach.

Then from there we talked about how we wanted to approach this review going forward. So the first step was for each city to confirm exactly which services they wanted to continue receiving from the county. And that was important because before we can determine what the cities should pay, we first need to be clear about what services they are actually receiving. And then we also agree that each city would designate a staff person to participate in a work group with the finance department in Prince William. And that work group would then go through the services and work with the individual county departments and agencies to determine the actual cost of providing those services. And another major discussion point was how to handle the cost going forward.

So we don't necessarily want to go through the full cost study every year. So one of the options we were considering is establishing a new cost baseline and then using the CPIU for a certain number of years before refreshing the cost allocation.
