Good evening, Madam Chair, members of the Planning Commission. My name is Matthew Cornelius. I'm with the county's office and managing the project. I'm
Turn these on. Pleased to be here this evening to present to you the proposed capital improvement program for fiscal years twenty twenty-seven to twenty thirty two. This is the same presentation that was given to the Board of County Supervisors back on February tenth. The only thing that's been changed is my name and the date at the uh On the title slide here. What is the capital improvement program? It is the county's six-year roadmap, if you will, for facility and infrastructure projects. We're talking about things like libraries, police stations, fire stations. We're also talking about roads, sidewalk, trail projects, parks projects, and technology improvement. The CIP, it's guided by the board adopted policies, uh primarily the strategic plan and the comprehensive plan.
It also adheres to the guidelines contained within the principles of sound financial management. The CIP utilizes a variety of funding sources, including I won't read all of them, but including uh debt, state federal funding, general levy uh general fund, fire levy. There's a number of funding sources that go into funding. uh providing expenditure funding for capital projects. And there is a direct link to the annual budget and the county's five year plan. The annual budget was presented to the board. A week after the capital improvement programme by the CXO. The CIP linkage to the annual budget is in the form of debt service. We need to pay every year the the debt the uh the mortgage, if you will, on the debt that we borrow to build capital projects.
And then also facility and operating costs. Things like maintenance and then also the programs that operate out of a facility. It's the general fund that and the uh the annual budget that pays those. For example, we build a library. Once the library staff move in, it's the general f it's the uh annual operating budget that pays staff salaries expenses for the program in the facility. We always like to start off each year by showing the projects that have been completed in the past fiscal year. We'll go through these uh fairly quickly. First are projects that were completed primarily using uh ARPA funding. If you recall a couple years ago, the county got significant amount of funding from the American Rescue Plant Act.
Parks primarily did a lot of work with that funding. You can see I've got before and after pictures on the top and bottom on the left out at Splashdown Water Park. They did a lot of repairs and upgrades to courts. In volleyball, tennis and basketball courts. Um And then on the right hand side there out of Veterans Park they did a lot of improvements, including to the picnic shelter that you see there. Staying with ARPA funding projects and parks out at Joseph Redding Park, you can see the before and after with the uh the restroom or the uh comfort station and then some improvements to the parking f or the uh picnic facilities. On the right side there it's some trail work that was done at a Valley View Park.
Morumsko Acre Lake Park. Again, this is still with the ARPA funding. It was the last couple of years, I believe it was 20 FY24, we got the ARPA funding. We had a couple of years to spend it and these are projects that are finishing up this past or the uh current fiscal year. Uh Morumsco Acre Lake Park, you can see the before and after there was uh Lot of work done on the parking lot. And then on the right side out of Belmont Park there was uh a significant amount of Replacing that bridge and then getting some of the The sidewalk area and some of the culvert and the drainage repaired.
