Good evening, Mr. Chair, members of the Planning Commission. My name is Matthew Corneliuson. I'm with the county's Office of Management and Budget. Before I get started, just take a brief second. I'd like to introduce some other members of the Management and Budget Office with us. Michael Herlocker and Sandra Melgar is with us this evening. Sandra is new to the CIP team and her work is integral to this presentation and the CIP. I am Pleased to be here this evening to present to you the county's proposed capital improvement program for FY26 through FY31. We gave this presentation last night to the Board of Supervisors. This is the same presentation, the only thing that's been changed. CHANGED THE DATE ON THE FRONT AND THE PRESENTATION, THE PRESENTER'S NAME, AND THEN THE FINAL SLIDE IS THE BUDGET CALENDAR, AND I CHANGED THE CALENDAR TO UPDATE FOR THIS EVENING'S MEETING.
OTHER THAN THAT, IT'S THE SAME PRESENTATION THAT WAS GIVEN TO THE BOARD LAST NIGHT. Let's see if we can get the mouse isn't going. I can change with it. It's just the up and down arrows here. Or you can just let us know next slide. No, I'll just go. The Capital Improvement Program, it's the county's six-year plan for facility and infrastructure projects. It's guided by the Board of County Supervisors' adopted policies, among them the strategic and comprehensive plans, principles of sound financial management. The CIP, it utilizes, takes advantage of many different funding sources, some of them including debt, general fund, NVTA, which is the State Northern Virginia Transportation Authority funding, fire levy, proffers, and a variety of different funding sources to fund the CIP.
And there is a direct link between the capital improvement program and the county's, the annual budget and the five year plan. And that the linkage primarily is between the debt service and the debt is issued to pay for a lot of these capital projects. And then the county's budget pays that annual debt service. So it's not as though the county's budget and the capital improvement program are two separate entities. They're very much related to one another and how the funding is related. A couple of slides here on some of the projects that were completed this past year or will be completed generally by the summer. The upper left corner, the Crisis Receiving Center, that's a large project. The county bought the land a couple years ago.
It was an existing building, and it's being renovated and retrofit for the Crisis Receiving Center. That will be occupied later on this summer. I've got a couple of parks projects there, some of the bridges and the trails that have been reworked to accommodate the new bridges. The lower left corner there, the Prince William Parkway and University Boulevard, that's a new intersection. It's up there near the George Mason Prince William Campus. Hellwig Park, we've got a new artificial, they converted a grass field to an artificial turf field there in the upper left-hand corner. And then they converted, they re-turfed, if you will, if that's even a word. They put new turf on field number eight. Bottom left corner, the Howelson Park.
Out at the park, they not only expanded the concessions building, but they did some pavilion work and some other amenities for out there at the park. And then we've got some projects that were funded by ARPA, the American Rescue Plan Act, recently. A good example there in the bottom right corner is the pickleball court and resurfacing of a basketball court. Long Park intersection improvement. adding an additional right turn lane up to exit out of Long Park, which was desperately needed for anyone who spent any time up there on a Saturday afternoon. Pageland Lane, adding a right turn lane and a new traffic signal. A couple other projects there. Transportation project, park project. The building, you see the titles of these with BNFP, that's the building and facility program, that's the annual
