Well good evening, Mr. Chair, members of the planning commission. My name is Matthew Cornelison. I'm with the county's office in management of budget and I'm pleased to be here this evening to present the proposed fiscal year twenty twenty-five to twenty thirty capital improvement program. What is the capital improvement program? It's the county's six year roadmap for facility and infrastructure projects. Guided by board of county supervisors that are adopted policies, things such as the strategic plan, the comprehensive plan. Principles of sound financial management. Uh the CIP it's funded by a variety of funding sources. I won't read them all there, but uh It's funding sources such as debt, general fund, fire levy.
State and federal fund. Well maybe I will read them all. Uh the solid waste fee, stormwater management fee. Uh N VTA, which is state funding. uh in proffers. These are all sources of funding and revenue that feed into the capital improvement program. There is a direct link between the capital improvement program and the annual budget in that uh when we issue debt, if we need to pay, you know, for the next twenty years or so, we need to service the debt. And that is done out of the annual budget. So there There is a direct link between the CIP and the annual operating budget. Also operating costs, things once the building is built and it's up and running, that's not the end of the story. There's you know, many, many years after of paying utilities, paying maintenance and that sort of thing.
So Uh as a again there's a direct link between the CIP and the county's annual budget. Like to start off with some of our successes this year. These are projects that either have been completed or will be completed in the very near future in fiscal year twenty twenty four. Uh number of roadway transportation projects on this slide, the balls forward widening. Uh Route One Featherstone to Mary's way and then uh the Brentsville Road interchange. Finally the bottom right picture the Niabsco Potomac Mills or Nabsco Mills Potomac commuter garage. Doesn't look like the Raj the garage is gonna be finished soon, but that's precast and it moves very quick once it gets to that stage. So that is scheduled to be open uh about early s late spring, early summer this year.
Some more road projects. Fuller Road, the Fuller Heights Road, that's uh the road right in front of the uh the m the marine base. Uh over in the Western End University Boulevard Extension. That's gonna open very soon. The Abscole Mills Road, the eastern side of the county, that's widened from two lanes to four lanes each way. University Boulevard Interchange, bottom right, again it doesn't look like it's near completion, but the pictures are a little outdated and things are moving very quickly. Parks projects, uh segment three bridge in the Ocquon Greenway, that opened they cut the ribbon, they opened that. I believe it was back in November. Couple other projects you see here representative of the kind of things that are finishing up.
Uh we did some culvert repair out of the Prince William Golf Course. Uh bottom left picture is uh balcony repair that was done behind our uh public safety building right next door here. And then out at parks we're doing uh Things such as site improvements, some ADA improvements, parking lots, roadways, that that sort of thing all throughout the county. Some more projects. These are funded with uh ARPA funding that the county received a coup uh uh I believe it was two fiscal years ago. We got a significant amount of funding from the ARPA program and these are some projects that we are using on which we're using that funding. Splashdown Water Park, they did a uh re did a basketball court and on the left side of the picture there are a couple of pickleball courts.
Some playground equipment at the uh Birchdale Park. Uh out in the Gainesville area, Cat Harpin Park uh used to be an all gravel parking lot and now that that's been paved, which has been well received by people who park out there in the gravel lot.
