Tanya Washington, planning director with the planning office. Good evening, Commissioners, and uh we appreciate this opportunity to talk about the comprehensive zoning ordinance update uh scoping during this work session. The focus is mainly to have an informal conversation um about what uh we should consider um including as part of the scope of work. for the comprehensive uh zoning uh ordinance update. We have a brief presentation uh with some background and then um discussion is really um intended to be a facilitated discussion with four questions. Um just as some additional introduction, we are currently in um the first phase of this project. The uh zoning ordinance updates a major initiative that the board funded as part of our FY twenty five budget and um
As part of the first phase, which is focusing on scoping, uh we are holding a series of stakeholder uh scoping meetings uh with key stakeholders, um organizations um and others uh who interact with the zoning ordinance on a regular basis and so have a level of familiarity with it as a uh power user so to speak. Um and so we are um holding a series of meetings with these various stakeholders to get some ideas about what to include in the scope of work. And the four questions that you will see tonight are the same questions that we are asking everyone so we can, you know, have that kind of same level conversation um at this phase. Next slide. Um actually before I continue, I also want to introduce uh Mark McCaskill.
who is a principal planner with our long-range planning division. He is the project manager for this effort. And so I'm gonna give a little bit of introduction and then I will turn it over to Mark to walk us through the discussion. So this slide shows the ten articles that are in chapter thirty-two of the county's code of ordinance for the zoning ordinance. So you can see the various um topics that are included in the ten articles. And one thing to note with the zoning ordinance update, a comprehensive zoning ordinance update, is that this gives us the opportunity to look holistically at the zoning ordinance to consider what changes could be made in order to ensure that the zoning ordinance works as an effective tool for the county.
And so we are not restrained in that respect in terms of looking at specific sections. Next slide. So in terms of the project goals, uh there are certain goals that we know of already that we want to take a look at as part of this effort. The first one is one that um has come up here at the Planning Commission that we've mentioned earlier, which is ensuring that the zoning ordinance is in alignment with the recently adopted uh 2040 comprehensive plan. And dealing with the fact that the zoning ordinance um has development standards that are not consistent with the types of development that the comprehensive plan is encouraging. And so that uh often results in uh a number of waiver requests uh that we will get that the planning commission um and the board subsequently have to consider.
to um support the t the type of development that per the comprehensive plan policy the county has already decided that it wants. So that's definitely something that we will be taking a look at. Uh there are also several um initiated, a board initiated zoning text amendments focusing on specific elements of the zoning ordinance. that um have been in a queue and we are gonna be considering which ones we want to roll up into this effort. The zoning ordinance update is also an opportunity to do um to look at some larger policy moves, again ones that are um already identified or supported in a comprehensive plan, such as expanding housing options, the types of housing that could be built in a county. But also looking at other key
uh county plans and priorities such as the the C E S P that is the community energy And sustainability master plan. And one of its action strategies is to implement green zoning.
