South Carolina, Louisiana has some parishes like that.

But the mere specter of black political activism is then sort of inflamed to this idea of black domination.

what we would view today as the most grossly kind of racist and race baiting political campaigns is going on.

That's the kind of nonviolent side of this.

There is also the active use of violence by the Ku Klux Klan and by allied terrorist organizations beginning in 1867 and then escalating really to 1871 when the federal government finally begins to intervene.

And this is most especially violence targeted at

black leaders or Republican leaders, sometimes whites and blacks as well.

So it could include teachers, ministers, locally elected officials, economically successful black businessmen.

Anyone that is sort of a visible black leader is targeted for violence.

And this happens across all the southern states.

And it involves everything from beatings and warnings and torture and arson to outright murder.

And that strategy is designed to deter both black social and political mobilization and especially voting.

So white militias often target polling places on election days to deter people from turning out.

There's actually a new book.

It was a dissertation last year, an award-winning dissertation that's coming out that actually looks at

black militias as the response to this white violence.

There's a surprising mobilization, at least in Louisiana, which is where this study is concerned, though there's some complementary mobilization happening in South Carolina and other places, where black citizens are organizing at the polls to protect their access.

It turns out that fighting over voter qualifications and voter intimidation are old problems in American political life, not

recent ones.

We've heard a lot about it in the last couple of years in the United States.
