This time around, FIFA bypassed anybody locally, and they're doing it themselves, with FIFA having a contractual relationship with them.
So there's been a lot of tension between the host committees and FIFA.
I think maybe at the beginning, the cities may have been over-optimistic on what the revenue opportunities were and definitely understating what the expenses would be to put it on.
So it's just a question, yes, of who's willing to take more or less risk.
If you're looking at revenues only direct, that is to say revenues from sale of tickets and suites and sponsorships minus expenses, then it is a tough go and probably most cases it's a loss.
But you got to add into the fact that those sales tax revenues and that business generation for visitors in your community more than makes up for it.
