Their theory is that, look, the Stone of Minas Ithil on its own can't damage Gondor.
These are not offensive weapons.
They're communication devices.
But if it made contact with another stone in accord with it, and you know those two stones were in accord.
They were owned by the brothers.
So, I mean, clearly there was going to be communication between them.
Well, that's another story.
And that's why the possibility of Sauron having that stone is such a problem.
And the footnote goes into a lot more detail on the very specific nature of the danger.
Tolkien explains, by themselves, the stones could only see.
Scenes or figures in distant places or in the past.
These were without explanation.
And at any rate, for men of later days, it was difficult to direct what visions should be revealed by the will or desire of a surveyor.
And that's where the problem comes.
You certainly can see where this is going.
While that power was, of course, most often used to just exchange necessary information or to ask and get advice, we read this.
It was only Sauron who used a stone for the transference of his superior will, dominating the weaker surveyor and forcing him to reveal hidden thought and to submit to commands.
The wise must have known this was a risk.
