I mean, his time in Angmar, the hobbits were there in the Shire.

He doesn't say that.

According to the tale of years, there were already hobbits settled in Bree at the beginning of the 14th century of the Third Age when the Witch King came north to Angmar.
That does seem a little hard to believe.
But the only thing I can think of is he just didn't know that was what it was called.
He just didn't know it was Shire.
