The country is still in a very uncertain political environment.
It's not clear where it's going to go, when the next elections are going to happen.
And for the US oil majors who potentially want to go in, and certainly Trump wants them to go in, they will want reassurances from the US that an investment that's going to take place over 10, 20 or 30 years is going to be protected, is going to be safe.
