Is intent not only, right, there's a side of intent, and you write that it's a little bit more nebulous, but from like a high level, is intent part of the rubric for information blocking, or is it basically, look, strict liability, if you do it, you do it, you're, you know, potentially you're in penalty territory?

So you use the great example of the anti-kickback statute.
I think that that fits really well, right?
