One of the things that the Center for Immigration Studies has determined is that aliens in the United States actually use welfare benefits at a higher rate than the native-born, notwithstanding the fact that back in 1996, Congress attempted to strip aliens, even green card holders, of their ability to get means-tested public benefits because there is a public charge test
in the Immigration and Nationality Act.
So the most straightforward one is public benefits.

the parent to get a green card to come here, you know, to reside here and be placed on a path to citizenship.

But there's even one step beyond that.
If you are illegally present in the United States and you have a child, you can actually and you get placed into removal proceedings.
you can seek a form of relief called cancellation for certain non-permanent residents.
We call it 42B cancellation because it's the form E or 42B that people use to apply for that.
And as soon as you file that application, your case is put on hold until the judge can adjudicate whether your removal from the United States would result in exceptional and extremely unusual hardship
to the child, that itself is also a de facto form of amnesty because it allows the parent to remain in the United States for a year, five years, 10 years, until the court can get around to adjudicating those cases.
