Counsel, some time ago you dismissed the applicability of the Major Questions Doctrine, and I want you to explain that a little bit more.
That seems like I'm not suggesting it's not there, but it does seem like that's major authority.
And if that's true, what would prohibit Congress from just abdicating all responsibility to regulate foreign commerce, for that matter, declare war to the president?
