That's according to Casey Sixkiller, the director of Washington's Department of Ecology.
And it's creating trouble for communities, farmers, and fish.
Sixkiller says snowpack droughts will only become more frequent in the future.
Sixkiller says despite severe flooding in some areas over the winter, things are drying out across nearly every watershed in Washington.
