The rate increases will be felt most strongly by those who don't get subsidies from the federal government to help with their premiums.
If you have a low enough income to qualify for a subsidy, that will blunt or even perhaps eliminate the impact of rate increases because you're not paying
the lion's share of your premium.
However, those who are above 400% of the federal poverty level who pay their own full premiums could bear the full brunt of the increases.
