Most people applying for a green card get what's called an adjustment of status, which allows them to apply for permanent residence from inside the U.S., even if they came on a temporary visa.

But the Trump administration wants most people to apply for green cards at U.S.

consulates in their home countries.

San Diego immigration attorney Anne Rowley says the new policy will be disruptive.

She says if many more people choose to return to their home countries to apply, it might overwhelm the staff at U.S.

consulates.
