One or two people might have done so in the privacy of their homes.

The so-called Mao suit was actually worn by the officials of that earlier government.
The workforce
gradually became a state workforce with accompanying regulations for uniforms to be worn by the railway workers, the teachers, the policemen, and so on.
In an economy where there was very little spare money, those working clothes were sometimes also your non-working clothes, your leisure clothes.
Jacket and trousers is the clothing of the worker, the peasant, and the soldier.
You don't do any of those things wearing skirts or robes.
It really became very, very standard what people wanted to wear in the 1950s.
For example, wearing your jacket undone.
This is sort of standard laid-back Western style.
