And complaints that some fans paid for premium seats only to learn they'd been placed in cheaper sections.

Tickets for the eight games at MetLife Stadium are averaging $2,800.

That's more than twice the rate of other host cities.

In a statement, James said New Yorkers have been waiting years for the World Cup to come to their backyard, and they deserve a fair shot at affordable tickets.

FIFA declined to comment on the investigation, but has in the past defended high ticket prices as reflective of market forces.
