Super typhoon Fenghuang battered the Philippines' most densely populated island of Luzon with strong winds and heavy rain.
The devastation lay waste to areas already hard hit by last week's typhoon Kalmegi, which killed more than 200 people.
North of the island archipelago, authorities in Taiwan have ordered 3,000 people evacuated from the storm's path.
Dozens of flights are cancelled, and work and school are closed in several areas.
Many residents of Hualien in eastern Taiwan have already moved to shelters.
Local governments there are working to avoid a repeat of September, when 18 people died during Typhoon Ragasa.
