There haven't been assemblies for a very long time.
The people of Italy live a privileged life.
After around the year 200, there are no soldiers who come from Italy anymore.
All the soldiering is being done by people from the frontier provinces.
And it doesn't mean they're bad or disloyal to Rome.
It just means there's no way to mobilize.
Yeah.
the citizenry.
There's no way to turn the ship around very easily.
And so Rome is at the mercy of a few leaders and unable to make the kind of changes that would have been needed, that would have been very difficult, but not impossible to keep the empire going.
They intersect.
It's like the answer is both.
This is the Strauss version of history.
It's messy.
There's not just one answer.
Society and economics matter.
Culture matters.
But individuals matter as well.
