And he seems to be upset that there was some progress made in Switzerland, which has resulted in some more traffic coming out of the Strait of Hormuz.

That's not part of the deal.

Sorry, Rubio, that's very much in the MOU.
And it's also in the subsequent joint statement arising out of the MOU.
But watch what Rubio says here, because again, he's doing this on purpose to sabotage the deal.
