We generally favor option one with the higher base density.

We agree with R2 to R3 rezoning that prioritizes parcels with good access to public transit schools and essential services.

We would also request R2 parcels that are substantially surrounded by higher density zones be upgraded to R3 as well.

With regard to R2 slash R3A densities, when the housing element was drafted, SB9 made R1 allow functionally for user units such that R2 could be considered the least dense residential zoning district.

As such, we see a real opportunity for the city to correct this and ensure that whatever remains R2 fits logically in the continuum between R1 and R3.

Regarding the R3A approach, we do reiterate that SB 684 has functionally set a new baseline where non-rental properties are allowed to build at 30 units per acre in order to get 10 units.

As such, we would like to see a bit more density allowed so that our local rules are more attractive to develop under.

in response to comments that we've heard during this meeting, we would say that it would be a good idea for the city to establish parking programs, and I believe they already are working on them.

So that's the ideal solution here is performance paid parking and whatever the city can do to move towards a Donald Shoup style parking regime in areas that are becoming overly booked with parking.

In parts of the city where there are no longer enough parking spaces, it would be a good idea to move towards performance paid parking.

And as I said, I believe the city is already working on that.

So it should not be a serious concern with regard to R3 as long as the city continues that work on performance paid parking.
