So the least stringent of any zoning requirement would be something that the developer could choose to use.
And that would be something that could be brought in front of the administrative person making the decision, and they would have to accept that.

I put myself in the mind of a developer and say, what can I get away with?
And so I look for the easiest thing.
How does a precise plan tie to a zoning?
Is a precise plan zoning ordinance?
So which is, is it three categories if it's something that's in San Antonio or El Camino or East Westman, or is it just two?
And who is the decision maker on which one applies?
I didn't catch, is the administrative person the ZA or is it the staff member who's reviewing it?
