For planning staff, under density bonus, can anybody just waive participation period from the TDM?
If someone's using the density bonus, can they choose as one of their, and I can never get them straight, the one that basically says I'm not gonna do it, basically say I'm not gonna do the TDM, period, end of story.
If we've identified the costs, why wouldn't they be able to say I can identify the costs?
The, VMT is mentioned only in the kind of in passing, and I don't know whether somebody in staff can help me with this.

So that there's a reverse correlation between distance and the amount of time they're driving by themselves.
