And we know that basically 2% of the population are the group of people that we need to focus on.

So we started there.

This is a partnership at that time between

My office, the mayor's office, neighborhood safety engagement, the police department, the state's attorney's office, the attorney general office of Maryland.

And what we do is we first for individuals who are likely to be the victim because this is group violence on group violence.

People have to understand.

And I want folks to understand this across the country.

Only 11% of homicides countrywide are what we would call gang violence.

The overwhelming majority has nothing to do with stuff like that.

Yeah.

So it's mostly, you know, interpersonal issues.

And I think the difference, what happens here, we'll get to that.

What happens though, is that we, especially during my generation coming up, I'm a little older than you, not that much.

We were like the drug war was at its height.

and this is what happens in this country we're seeing it happen right now with immigrants right we have a history in this country of deciding what the enemy is making things simple for the american people if you give the people something that is bad they'll know that it's bad and they'll support you in doing any and everything that you can to get rid of it that's what happened uh with the war on drugs it was up it's the gangs it's these folks it's this and in some cases

It's drug users.

If drug users weren't using drugs, then there would be no no drug wars.

All of those kind of things instead of like what we should have done then is focusing on the core of the problem.

Right.

And I think what we're doing here is starting to get at that.
