Trump has opposed wind power for years, and his administration now says five big projects along the Atlantic coast
need further review from the Defense Department.
Critics point out the projects all received federal permits after extensive scrutiny by the military.
In a joint statement, governors from Connecticut, Massachusetts, New York and Rhode Island called this pause baseless and reckless.
They said further delays for completed and nearly completed wind projects will cost jobs and drive up electricity costs for consumers.
Trump's opposition to wind power hasn't fared well in the courts.

As Trump signed the executive order, he said he's been lobbied heavily to loosen marijuana restrictions.
Marijuana has been classified as a Schedule I drug, akin to heroin since the 1970s.
Now it will be classified as a Schedule III drug, a category that recognizes its usefulness and low risk.
Medicare insurance is also expected to cover some cannabis products beginning next year.
states have gone much further, fully legalizing marijuana, including for personal recreational use.
Trump said he's not ready to take that step.
