What happened under Gove and what happened beyond that was not the same thing.
It wasn't the same programme.
You wouldn't expect it to be.
It was a Conservative Secretary of State.
But actually what we saw in recent years in education was just drift and indifference.
I'm in favour of things like phonics, which I think have been proven to work.
So I've set out in the white paper that I want all schools to be in a group.
And I think that is the right way forward.
We've got, you know, 80 or almost 90 percent of secondary schools now in groups of schools and smaller numbers of primaries.
And that will take longer.
But I think it is right that schools, particularly in their local communities, collaborate, work together.
But I've also said that local authorities will also be able to establish their own trusts.
I think there's two points I would say.
Addressing some of what didn't work, because some of it where it was rooted in the evidence was effective and did work.
But there were other areas where, for example, it's been clear for some time that we have a big attainment gap in terms of outcomes.
And basically nothing was done in any meaningful way to address that.
But the other point is that, and I think Gove himself has said in recent days that the way in which they dismantled Shure Start was a mistake.
You can only achieve so much by school reform.
You can only achieve so much in terms of what happens within schools.
It's also what happens beyond the school gate and what happens before children arrive at school that makes often an even bigger impact in terms of what they go on to achieve.
