In Springfield, Ohio this weekend, you can count on a rainy Saturday but a sunny Sunday with summer fun ranging from Wolfstock, a canine celebration, to tea and melody where costumed visitors can imbibe 18th-century delights in honor of the American Revolution.
On the upswing, after decades of declining population and prosperity, Springfield
