House Oversight Committee Chairman James Comer says he needs clarity.
But the House could suspend contempt proceedings if the Clintons agree to testify.
If House Democrats would vote yes, the government could reopen Monday night.
But now it's going to take until at least Tuesday.
Republicans may need to pass the bill on their own.
Chris Murphy of Connecticut is the top Democrat on the panel, which funds ICE.
The bill would only fund DHS for two weeks, and Republicans oppose Democratic demands for ICE agents to remove masks and carry IDs.
Now, Johnson believes the House can align with the Senate on Tuesday.
That would end the partial shutdown.
