And indeed, Paris has been a pretty good example of a place that has gone all in on trying to better equip itself by cutting the number of vehicles in the city, by expanding green space.

All these things have essentially made Paris the best in class example in Europe.

And yet, these heat waves are still extremely deadly.

So this is where you start to see these compounding challenges add up.

And the bigger point is that this is a global problem, and Europe is at the mercy of the bigger emitting countries, China, India, the United States, not to mention fast-growing developing countries where there's huge energy demands, and those demands will continue to be growing.

So these are the places that are going to be determining the trajectory for the world with their decisions.

How much solar?

How much coal?

These are really complicated questions.

And at stake is how quickly we change the industries and societies we built up based on fossil fuels.

So that's not a question where Europe has primacy to make a determination.

And it is the definition of a global issue.
