Portland Mayor Keith Wilson welcomes federal help, but not this kind.

Imagine if the federal government sent instead 100 teachers.

Police and local leaders also say the troops are not needed.

This comes after a string of attacks on ICE agents.

Meanwhile, Humberto has become the second Category 5 hurricane in the Atlantic so far this season.

It could be a threat to Bermuda Tuesday or Wednesday, but is unlikely to be a direct U.S.
