And that is the basis for modern asylum.

And here we are on the border creating under this ruling, you could do more than metering.

But in theory, there is nothing to stop just saying we're not going to allow anyone who is going to seek asylum to touch the border.

And so, therefore, we're not going to have to let anybody apply for asylum.

We're not going to have to give them that process.

That's the reason for that, is that they want to keep people from reaching the U.S.

side of the water.
