Police say they have formally charged the 24-year-old with 59 offences, including committing a terrorist act and 15 counts of murder.

The charges were filed after Akram woke up from a coma in hospital where he's being treated for injuries.

Police allege he's one of two gunmen responsible for the shooting attack that killed at least 15 people and injured dozens more last weekend.

Authorities confirm the other suspect, his 50-year-old father Sajid Akram, was killed in a shootout with police.

They say early indications point to a terrorist act inspired by the Islamic State group.

Crowds poured into the makeshift memorial to lay flowers and remember the victims who died in the violence.

The area is still surrounded by roadblocks and a heavy police presence is visible in the centre of Sydney's normally bustling Bondi Beach.

As the sun set, Jewish faith leaders addressed those gathered.

The music continued into the night, long after the speeches ended.

Dozens of victims, among them children, remain in hospital.

It's been described as the biggest overhaul of Australian gun laws since reforms that followed a mass shooting in Tasmania in the 1990s.

At a meeting led by Prime Minister Anthony Albanese one day after the Bondi Beach attack, state and territory leaders agreed to take immediate action.

Limiting the number of firearms a person can own is among the options being considered.

Another is to make Australian citizenship a condition for holding a gun licence.

The national government says it will prioritize potential customs restrictions on firearms and other weapons-type imports.

Australia's Prime Minister Anthony Albanese told the Australian Broadcasting Corporation Australia has requested help from the United States, Britain, Canada and New Zealand, which are part of the so-called Five Eyes group.

Albanese says the government has received information that the two alleged gunmen, a father and son, acted alone.
