I think Davidson actually highlights that distinction in in the mental events paper when he wants to talk about there is one event, you know, they're ontologically reducible to each other, but they're not epistemically reducible.
They're fundamentally different description levels, different.

Yeah, I mean, uh basically if someone sank the Bismarck, then various mental events such as perceivings, notings, calculations, judgments, decisions, intentional actions, and changes of belief played a causal role.
Um so he wants to say that mental events sometimes cause physical events.
He wants to say that that's just true.
And vice versa, right?
