That is the more complex set of laws and compacts and court decisions and contracts and all these guidelines and stuff that have been issued over the years.
It's altogether called the law of the river, but the Colorado River Compact is sort of the spine of this.
But we do have to mention these because a lot of them have popped up over the years.
