Now, that doesn't sound like a very important position, but it actually is core to hemispheric defense.

The Department of Interior oversees Guam, the Commonwealth of Northern Marianas, Palau, Federated States of Micronesia, and Marshall Islands.

This is the whole center of the Pacific.

That's what's between Hawaii and the Philippines.

and onward to Japan, that whole core of the Pacific falls under the Department of Interior for historic reasons.
