These are parts of America.
Guam became part of the U.S.
during the Spanish-American War in 1898.
The people of the Commonwealth of Northern Mariana Islands, this is Saipan and Tinian, voted to join the U.S.
and became the newest part of the United States in 1986.
And they voted to join because they believed in the U.S.
They had been saved, many of them personally, by members of the U.S.
military, and they believed that being part of the U.S.
could be safe.
And by the way, this isn't widely known, but those countries, Palau, Federated States of Micronesia, Marshall Islands,
were offered to join the United States.
The United States could have been a whole part of the Central Pacific.
It could have extended from Hawaii to the Philippines.
But the people voted through referenda to be independent countries and to sign these compacts of free association with the US.
But that's why the people of these three countries can live and work freely in the US.
They serve in the US military.
They have this very, very unique agreement that the U.S.
has not offered to anybody else because there was an acknowledgment by people like John F. Kennedy, George Bush Sr., people who had had friends die in the Pacific that they didn't want this to happen again because we knew that if a hostile foreign power controls the center of the Pacific, the U.S.
isn't safe.
